港科大福田基地开创新未来
香港科技大学深圳研究院与深圳市福田区政府于近期达成合作意向，将规划港科大优质科研/创业/教学项目入驻“深圳福田保税区长富金茂大厦”。福田区政府将位于福田保税区内长富金茂大厦三层共计六千多平方米面积的场地提供给香港科技大学优质项目使用，同时，福田区还将在场地装修、启动资金、运营资金、场地租金及管理费减免、人才用房等方面给予香港科技大学入驻项目大力支持。双方将在近期安排签署合作协议。
关于“深港科技创新特别合作区”（即“落马洲河套地区）
“深港科技创新特别合作区”（即“落马洲河套地区）是一幅因治理深圳河裁弯拉直后新定义的地块。落马洲河套地区位于连接深港两地的皇岗及福田口岸附近，由四部分构成：位于香港的A区占地0.87平方公里，B区占地1.82平方公里；位于深圳的C区占地1.67平方公里以及福田保税区占地1.35平方公里。河套地区的法律、税收、互联网、知识产权等社会体系将与香港现行做法保持一直。发展河套是深圳的重大发展战略之一，会建立重点创科研究合作基地，以及相关高等教育、文化创意和其他配套设施，希望吸引深港两地及其他国内外的顶尖企业、研发机构和高等院校进驻。河套地区地理位置便利，位于深港高铁沿线，方便链接香港科技大学清水湾校区和广州校区，可达成协同发展效应。
HKUST Explores New Collaboration Opportunities with Shenzhen Futian
After several rounds of negotiations, SRI and the Shenzhen Futian Municipal Government (Futian) have reached consensus for collaboration in principle. Futian will provide space (3 floors with a total area over 6,000 m2) in the Chang-Fu Commercial Building (CFC building) of Futian Bonded Zone to accommodate R&D/entrepreneurship/training activities of HKUST. Futian will also provide financial and policy support including coverage of furnishing, move-in expenses and operation expenses for the first five years, waiver of rental for the first five years and discount of rental for the next five years, etc. The collaboration agreement is going to be signed.
About “the Lok Ma Chau Loop”
The Shenzhen-Hong Kong Special Collaborative Demo Zone (a. k. a. “the Lok Ma Chau Loop”, “the Loop”) is a newly defined area due to the re-routing of the SZ River. The Loop is surrounding the current Huanggang and Futian check points between HK and SZ, and it consists of 4 parts: Zone A (0.87 km2) and Zone B (1.82 km2) are in HK; Zone C (1.67 km2) and Futian Bonded Zone (1.35 km2) are in SZ. The legal system in the Loop will comply with the Laws of HK. All major societal systems (e.g., tax, internet, IPs etc.) will follow the practices of HK. The Loop is the next “big thing” in SZ, aimed at building a SZ-HK S&T park for high-tech international enterprises and tertiary institutions. The location coincides with the GZ-SZ-HK high speed rail and connects the HKUST CWB campus and GZ campus very well.
